According to the 'Civilization' formula as expounded in the sim's July add-on 'Brave New World,' dominance over other nations need not be of the military persuasion -- cultivating a rich culture and then encouraging its propagation through tourism will see players winning via a 'Culture Victory.'
The Mona Lisa or Beethoven's Symphony No. 5 can be created and then accommodated within an appropriate venue, be it opera house or museum, enhancing the life of the host civilization.
But that doesn't mean that artistic endeavors are safe from encroaching armies, as players will need to re-distribute precious artworks among their own and others' cultural centers in order to avoid damage during conflict.
