When and at what price can you download Windows 11?

Well, out on the Internet, there is already a leaked Windows 11 file, but Microsoft does not want you to download that and the company has moved to get it removed citing risk to users.

Windows 11 release date is likely to be sometime at the fag end of autumn - actually, anytime between October and November 2021. That means you will have to be very patient.
