You can send messages to someone on WhatsApp despite being blocked without. You will just need the assistance of a common friend in this case. You can request your friend to form a WhatsApp group in which you and the individual who blocked you have been added. The individual who has blocked you will get every message sent in the group. You can request, or persuade, that person to unblock you so that you can contact them again.

Navigate to the WhatsApp settings menu and select 'Delete account' from the drop-down menu. Yes, you read that right!
Now, reinstall the app on your phone and create your account again.
You will be able to message the contacts who have blocked you after the app has been reinstalled.
Notably, deleting your WhatsApp account will instantly remove you from all WhatsApp groups. So, you will have to get back access to them too. Or simply ignore, if they are not worth the the trouble.
